Referee Exchange Program The International Ice Hockey Federation started the Referee Exchange Program in 2004 in an effort to obtain more consistent officiating between nations. The program normally has three officials from each of the seven nation travelling between the top European hockey nations to call games in the top professional leagues.
Each official calls a minimum of two games in the seven host nations. For example, a referee from Sweden will officiate two games each in Finland, Russia, Switzerland, Germany, Slovakia and the Czech Republic. While in each visiting nation, the officials work the game with a local referee and local linesmen, and they are evaluated by local Game Supervisors, who evaluate their performances based on IIHF evaluation regulations.
